I used Kiss Me by Philosophy for years. I was introduced to it as a gift right before my wedding and I was hooked.
Most recently, I discovered Satin Lips from Mary Kay. You can purchase this as a 2 part system (exfoliating lip "mask" + moisturize) or just get the Lip Balm on its own for $9. (And if you haven't checked out their Satin Hands, you should. I had it demonstrated on one hand and there were serious results. I kept stroking my left hand all day...people must have thought I was creepy.
All of the above can put you out close to $20 which is a little pricey for lip balm, especially if you use them a lot. But, I do recommend them enough that I sunk the $20 for each of them time and again for over 6 years now.
A beauty for less alternative cam be found in your little one's diaper caddy (if you are a mama) or the local drug store. Good ole Aquaphor. This stuff is about $6 for a tube ($17 bucks for a vat!) and it works...dare I say almost as well as the above but without the cute packaging. In fact, Aquaphor is just a good all purpose item to have around. Rash? Excema? Chapped lips? Slap some on! I have discovered a lot of alternate uses for items...ask me one day about my creative uses of Desitin -- there are many.
